Jurisdiction for the activity of court interpreters in Serbia is regulated at the state level, which means that the Ministry of Justice of the Republic of Serbia is responsible for the appointment and regulation of the work of court interpreters and sign language interpeters. The Ministry of Justice keeps records of court interpreters, announces a competition and organizes the examination for a court interpreter, and issues, renews or revokes the licenses of court interpreters based on their qualifications and professional conduct.

The Provincial Secretariat for Education, Regulations, Administration and National Minorities – National Communities is responsible for appointing, dismissing and managing the register of permanent court interpreters for the area of higher courts on the territory of AP Vojvodina.

When evaluating the needs for permanent court interpreters, the presidents of the higher courts from the territory of AP Vojvodina submit a proposal for the appointment of permanent court translators and sign language interpreters.

Advertising vacancies

Based on the submitted requests, at least once a year (September/December) an advertisement for the appointment of permanent court interpreters and permanent court sign language interpreters is published in the „Official Gazette of the APV“, one of the printed media in AP Vojvodina, and on this website.

The candidate can be a person who has higher education and who meets the requirements established by law for employment as a civil servant, with a residence in the territory of AP Vojvodina and who meets the following special conditions:

• appropriate higher education for a specific foreign language or complete knowledge of the language from which he is translating and into which he is translating speech or written text (this applies to candidates for permanent court interpreters), i.e. he has completed at least four years of secondary education – fourth degree ( this applies to candidates for permanent court sign interpreters for blind, deaf or mute persons).
• knowledge of legal terminology used in the language from which it is being translated or into which it is being translated;
• at least five years of experience in translation work.
• Application for the appointment of a permanent court interpreter/permanent court interpreter of signs for the blind, deaf or mute

Along with the application, the candidate submits the original or certified photocopies of the required evidence of meeting the general and special conditions, specified in the text of the advertisement, certified by a public notary or in municipal administrations for which notaries have not been appointed.

Candidates’ applications are received by mail or directly – in the reception office of the registry office. In accordance with the Law on Republic Administrative Fees, Tariff No. 1 and 27, the candidate is obliged to pay the Republic Administrative Fee in the amount of 900.00 dinars when applying.

The Provincial Secretariat for Education, Regulations, Administration and National Minorities – National Communities organizes examinations for candidates residing in the territory of AP Vojvodina, and in this sense the Provincial Secretary forms committees that check:

• whether the candidate, who does not have a suitable higher education for a specific foreign language, has complete knowledge of the language from which the speech or written text is being translated;
• whether the candidate knows the legal terminology used in the language from which he is translating or into which he is translating.

The exam consists of a written and an oral part. Candidates who take the language test are informed about the date of the test, as well as the fee for taking the test.
After the procedure carried out according to the advertisement, the provincial secretary appoints permanent court translators and permanent court interpreters for blind, deaf or mute persons by virtue of a decision.

The register of permanent court interpreters for the area of higher courts on the territory of AP Vojvodina contains data ( last name, first name of a parent and first name of the translator; occupation, address and telephone number, number and date of the decision on appointment, language for which the person was appointed, date and place of taking the oath, number and date of the decision on the dismissal of the translator and note) about the change of which the appointed translator/interpreter is obliged to inform this provincial secretariat, within eight days from the date of the change.
The work of translators is supervised by the president of the higher court for which the translator/interpreter has been appointed.

The translator will be dismissed: if he requests it himself, if it is determined that the conditions for the appointment did not exist, that is, that the conditions for the appointment have ceased to exist, if he is convicted of a criminal offense that makes him unworthy or unfit to perform the duties of a translator, if he is dismissed from his position based on a court decision or due to reduced mental capacity, if, in the manner prescribed by law, it is established that he has lost his capacity to work and if he performs the duties of a translator irregularly or unprofessionally.
